I was wondering what would be some good Setting-specific books to go through (for either GM or Player) before diving into this AP?

Cities of Golarion details the city of Vigil, and Dungeons of Golarion details Gallowspire. We referenced both heavily in developing this AP.
More generally, the Carrion Crown Adventure Path and Horror Adventures are both good resources.

Additionally, will any of those books offer more information on the movers and shakers, or any other general information from the events that led to Tar Baphon's imprisonment in Gallowspire all those years ago? If not, have any books been published that would? I know I'm stretching, here, but here's to hoping.

You want to read about the Shining Crusade, then. The Inner Sea World Guide has the good overall background on this, in the entries on both Lastwall and Ustalav (and to a lesser extent, Geb). Rule of Fear is the setting book on Ustalav that might prove helpful, too.
I really recommend pathfinderwiki.com. Do a search for the Shining Crusade there, and you'll find all sorts of hyperlinks to other articles supporting this. That site is cited very well; the bottom of each page has the products where they've drawn their info. It's an invaluable research tool!
