It seems that Administering First aid is done to adjacent creatures.
Under other Medicine options it allows you to choose yourself.
Is AFA just an outlier?

Maybe it was written when its only patients would be unconscious (i.e. dying) and when they added "or stabilize bleed" they just failed to edit the first line? <shrug> I'd have no problem letting a bleeding character try to stabilize themselves.
