Hazards and their Stealth DC

What is a point of listing a Hazard with a (TRAINED) Stealth DC?

This imply you need a minimum of TRAINED perception to detect, correct?
But I thought all characters start with TRAINED in perception anyways, so....?

Consistency and so people know to look. Other hazards require more training tiers.
