most Wizards in APs are built to fill a role, and often how well they do that can be a reflection of how well the DM is running them.
a couple of the most memorable I have encountered:
Keeper Crove from the Mod Carrion Hill (he's actually a Mystic Theurge). Fits the "mood" of the mod very will... Real creepy dude. A pure wizard from the same Mod was Keeper Myre...
I also rather liked Auren Vrood from Broken Moon (pg. 60, Book 3 of Charrion Crown AP.) - but the DM spent a lot of effort in the build up to the final fight, and it was a lot of fun to play. (This guy just needed killing. Nasty villain.)
Is that what you were asking about? What you meant? I'm guessing not, as you were asking for a "paragon should you build a high competent wizard"...
If you are looking for "paragons" perhaps you should check out the wizards in the NPC Codex? From there I actually like:
Vaeleus the Charmer (pg. 183) "Seductive Enchanter"
and
Caracheck the Caustic (pg. 184) "Cave Wizard".
