When you wish to purchase a rune for a weapon, do you need to have crafting to apply it, Or can you pay to have someone apply it for you?

If you can not pay to have it applied, then it strikes me that there will not be any characters out there that don't have Expert or Master levels in crafting...

I believe the assumption is that the rune vendor applies it for you (at no extra charge), unless you specifically want to purchase it on a runestone (an extra 3gp!) and apply it later. I don't have a RAW quote for that, though.
