Buying uncommon items with starting lump sum

If a GM says my character has access to a particular uncommon item, can I still not buy it if we're using the Lump Sum starting funds method outlined on page 511?

Item Selection
If you choose, you can allow the player to instead start with a lump sum of currency and buy whatever common items they want, with a maximum item level of 1 lower than the character’s level.

I know the GM could just let me buy it anyways despite that rule, but in circumstances where we want to avoid house rules, or I don't have a GM available (such as when jotting down a character concept for a future game), it's nice to have a baseline.

There are character options (such as the ancestry feats for weapons based on ancestry) that give you access to uncommon items, so in many cases you can come up with an option like that to be able to purchase an uncommon item before start of play. Without such options, your safest bet is to avoid starting play with that item.

I do recall that the Playtest rules let PCs pick a single uncommon item when making PCs over a given level, but that rule doesn't appear to be in the final book.
