Anyone know how these are priced?

I'm interested in increasing CL, adding extend spell, or otherwise improving the duration but can't figure out how to break down the calculation to figure out the cost of such improvements.

Greater Heroism is a 6th level Wizard spell, which results in the minimum caster level being 11th (which you can see in the actual item). 6 * 11 * 1800gp / ( 5 / 1 ) = 23760gp
That leaves ~25% price increase (rounded up afterwards) for being a move-action instead of the usual standard action.
With, say, CL 15, these boots would be priced at 6*15*1800gp/5*1.25=40500gp, 41000gp rounded up.
With Extend Spell, the price would be 7*13*1800gp/5*1.25=40950gp, again 41000gp rounded up.

Is the 25% percent cost increase an educated guess because the numbers don't work out and it makes sense that a cost increase should result by reducing from standard action to move action? Or is there a rule on how that works.
For example, boots of speed reduces from standard action to free action and follows the formula (10 x 3 x 2000)/5 exactly

Making it a extended means it is a higher SL, and have a higher minimum CL.

I can only work with what I have, and the 25% + round up is my best guess. There isn't any pricing rules on move-action activated items as far as I know. Although to be honest, the price is higher than it should be, because a use-activated item (presuming that includes free-action-use) would be both better and cheaper. I'd put the price at 25000gp (rounded down from using 1900gp base cost).
The "rounded up" thing (or otherwise a slightly higher price) seems to be fairly common, cf. Boots of Speed are CL 10 not CL 5. Haste gives you 1 round/lvl, or 10 rounds at CL 10 just as boots of speed do. I don't understand how this formula you have provided results in a 12000gp market value, or how you calculate you get a fifth of the duration per activation (a fifth being 2 rounds not one). But it does make sense that (3 x 10 x 2000)/5 for slvl x CL x continuous use item / charges per day works out to 12000gp, the market value of boots of speed.
Okay thanks for clarifying on boots of battle herald. I don't disagree with your analysis, I was just hoping to point out a clean RAW formula for my GM, who allows improvement of existing magic items but doesn't like much guesswork in the process.

Took me a minute to figure out the math but that makes sense. Basically you are just figuring out price per CL (30000/11=3727). Then multiply 3727 x desired CL. That isn't exactly how you wrote it, but I believe it's the same effect give or take a few gp.

You don't take into account the higher SL needed for the Extend metamagic.
Basically, figure out the price per CL per SL then multiply by the new CL and SL.

You're ignoring that the boots have 10 uses per day, which means your "/5" is actually a "/(5/10)", i.e. "x2".For a regular spell-using item, the cost would be 3x10x2000gp/(5/10)=120,000gp. The effect from a single activation, however, only has one tenth the normal duration - this is reflected in the item's price (1/10th price for 1/10th duration).
Basically you are just figuring out price per CL (30000/11=3727). Then multiply 3727 x desired CL. That isn't exactly how you wrote it, but I believe it's the same effect give or take a few gp.
The actual formula with spell level would be clvl x slvl x 5000gp / 11.
