Are PCs mostly immune to the Charm spell?

In the conditions section, we see that PCs are unaffected by friendly, helpful, and so on. Does this mean that PCs are immune to most of the Charm spell, aside from the ban against hostile actions?

Officially, I suppose, but I'd work with my GM to achieve a reasonable story outcome if that's why he's using it. Of course it's not very useful unless you mass charm every PC at once (unlikely) or get someone alone.
