Is their a simplified version of the OGL that cuts through the legalese to use as a quick, on the fly reference?

No. Mind you, the OGL already is one of the shorter, legalese-free open licenses out there. It does lead to some ambiguity which you won't resolve without getting sued by WotC, but having seen an open license or dozens of them in my time, OGL is pretty non-lawyer-friendly.
