Well, that would, in fact, mean it's "broken", innit? I'm not going to get into the mathematics of why it's so here, I've ranted enough on the Core's Veterans elsewhere.
Also, I felt the same way you do ("don't fix it") about a great deal of changes (cards or rules-wise) but those were made either way, because other people thought they were broken. I respect you too much, Frencois, to go digging through your post history, but I'm pretty sure you've called for a FAQ or two before, non? So let's just agree to disagree here :)

I did call for FAQ and I fully respect your valid call for one. A good part of the game improvements came from clever calls for FAQ (and another good part from the Sharks and Vic tremendous work). Now we all know that ultimately it's Hawk that does everything in the background while laughing hysterically, but we should not talk about you-know-who.
Was just merely stating that on this one I'm less convinced than for some others that you or others have made.
I guess my point is that I think there are indeed a few needed changes for Core - but much much less than in the original RoR (Mike and Vic and others did a great great job IMHO), and I'd like to keep it (at least during the first months) to the very minimum "must" and my (maybe false) feeling was that this one was more on the "nice to have / could be debated" list.
