Units have Morale -4 to +4
Morale Check = d20 + Commander's Modifer + Army Morale Score
Charisma Modifier: This lists the commander’s Charisma modifier. It is added to the army’s Morale checks.
Need Morale checks for Withdraw and changing tactics.

Ok so far....
If I have a Commander Charisma 12 +Army Morale 4. That's a base of 16 before rolling.
But what am I comparing this number to? Did not see that. Typically there is a statement something like "Searching= 17 or greater"
Back to the example above ---I roll better than a 16? That doesn't make sense as the higher the leaders charisma would push the number higher so works against himself.
Also same for Unit having higher morale make number higher harder to beat.
Very Confused.... but admittedly plat other RPG's so not as familiar with mechanics of DnD but trying to learn.

First, it's Commander's Charisma Modifier, not score, so unless your commander has a Cha score of 34-35, they won't have a +12 modifier. If I'm correct, then the army you describe has a total Morale modifier of +5.
From the Rout rules: "If an army's hit points are reduced to equal or less than its ACR, the commander must attempt a DC15 Morale check." So when the army's hit points drop far enough, the commander rolls 1d20+5, and is trying to get the DC (15) or higher.
Edit: I have a bard in my game with a Charisma of 37, so modifiers that large are certainly possible.

No worries, happy to help.
Since you mention you've played other game systems, PF and all d20-based games are target number-based games (referred to as the Difficulty Class or DC), with the core mechanic being 1d20+modifiers trying to reach the target number. The DC is generally either a flat number or a calculated value based upon an opposing creature's statistics.

Appreciated!
I mainly play a very old defunct game called Dragon Quest by SPI. Have been a die hard fan of that for almost 40 years and have been adapting and evolving it the whole time. It's a percentile system so have a lot of conversion to do from D&D type systems. The D20 target base I generally get but for some reason just missed the DC (15) on morale checks. Am assuming its the same on the check for changing Tactics too?
When I saw the Settlement and Mass Combat system in Pathfinder this was something I was just starting to work on but this system is cleaner so am working on conversion of that to DQ. As this is all for fun takes a while but all my players tell me I've spoiled D&D for them and even am training a couple of guys to GM for themselves...
Another encountered oddity with mass combat.
When I got to Special Abilities Judgement - See they have option of OM+1 …. or to have attack treated as Magic. Looking above on resources list under improved weapons see magic is OM+2 so why would you chose option of OM+1. (Well guess there are some rare instances where magic doesn't hurt an entity)…..

Yes regarding the changing Tactics option - that's a DC 15 Morale check as well.
As for the Judgement Special Ability, it's a bit roundabout - the attack is treated as magic, but doesn't impart the army resource magic weapons.
This means that the attack can overcome DR or other significant defence that magic weapons can overcome, but doesn't do anything else like affect the OM.
