I don't think there are rules for it as most people consider it a bad idea to deal with beings who view your sould as a tasty snack/form of currency. I think the most likely place would be in the lore about how the worldwound was formed.
However in your case it'd be easier with some details of what is happening campaign, events leading up to this, are they being tricked, is this just opening a portal or do you want to open a permanent gateway, are they being used to make the gate or just power a ritual to open it, etc as it makes a difference. For example gathering the blood of an unborn infant to paint the circle is easy for evil PC's doing it knowingly (find a pregnant woman, kill her, cut out the baby and drain the blood. Repeat till you have enough) but it wouldn't work with someone being decieved into it that obviously wouldn't work.
Generally you'd be looking for "evil" items or ones with a link to death and other realms e.g. axe of an executioner used to slay many innocents, dirt from a battle where many fell on both sides, the crown of an usurper who tricked the king into killing a baby who was meant to become his adopted son and heir or some sacred artifact of a cult dedicated to a demon lord.

Well have you seen the movie the Ninth Gate?
Without spoiling this (old) movie too much, the key to open the Gate to Hell is detailed 9 images that shows a step-by-step and the 9 images are hidden in 3 books, allegedly written by the Devil himself, in which 3 real images are hidden with 6 "stock" images.
So by comparing the images of all 3 books, you can identify the 9 real images (which differ in a subtle manner) and thus have the right tools to open the Gate.

There's an item in the Hell's Rebels AP that creates a temporary hellmouth portal. I think it's a talisman of some kind?
A more permanent version would require very high level spellcasting, a complex and dangerous ritual, and probably draw the ire of celestials, devils, and inevitables in particular.
