The racial stereotypes suggest that these are for use in a world where there are gnomes etc. I'd avoid huge stat mods if this is the case for players. City mogwai in particular are made to be the best Cha-based spellcasters around, even before they might get racial FCBs, and their description is entirely consistent with being bards or sorcerers.
A basigulan is a humanoid about 8' tall with 1' long legs? What?
Is a mogwai proportioned more or less like a chimpanzee or more like a cat/dog? The description isn't clear.
I'm not clear what illumination a lunar form diarian sheds.

I'm not sure if I want to include any of the demi-human races in my setting, but I definitely want to include humans (souped up a little, though). I don't know how the races would interact with each other, so I put up hypothetical relationships as an example.
I envision Basigulan legs going another foot, only buried under the thick scales and blubber, kind of like a penguin. The point is, Basigulan are limited to waddling.
Mogwai are proportioned like a lap dog, but the size of a chimpanzee.
The lunar form's aura emits darkness in a 20-foot radius, and shift light in an additional 20 feet one step to the right according to the following progression: Normal light > bright light > darkness.

That was all I saw then, but I might add that a basigulan with a strong enough mount (probably requires ant haul and/or muleback cords) negates their main disadvantage, turning them into ridiculous combat monsters.
Also, how long does it take for diarian circadian dependency to kick in? The fatigue could be removed by a lesser restoration or (as written) simple rest well before the next dawn/dusk. I think it might be that they need to make a check every 10 minutes but it's not clear.
Not sure it was there when I last looked, but diarians have racial FCBs now. It's not clear what the ranger one is.

Mogwai should have some FCB for either bard and/or sorcerer by their description I think. Probably not the top-notch one that humans get though. Maybe also for barbarians or bloodragers or whichever wild class you think suits wild mogwai best. If you use psychic classes then one of those, whichever suits them best in your opinion.
The big reptiles might get one for a wis-based divine class (cleric or inquisitor), one for a martial class (fighter or ranger?), one for a monk...after that you might take the other divine/martial options you didn't initially perhaps? Or drop in something out of left field and say that their wizards or whatever have special secrets.

Wild mogwai have a whopping Wis penalty, city mogwai have zero mod to it. Both types have 4 points more Cha by default. There may be a couple of odd spiritualist archetypes which use Cha but I think there will be many more mogwai summoners than mogwai spiritualists.
Of course, nothing's stopping you putting in racial FCBs for six classes if you've got good ideas for all of them.

I think mogwai are too new & probably too few to have that sort of diversity. The two types you have are plenty.
Basigulans might possibly have a stealth/ambush feature in place of some of their natural armor. They're well suited to sitting down for a long time waiting for the perfect moment to launch an attack.
I don't have a great grip on diarians but there might be some who have had to learn to live without an open sky - perhaps they were driven into a thick forest or even underground - and have some other disadvntage in place of claustrophobia.
