The order you placed shipped int 2 packages. One was the Hydra, which had the total purchase and shipping costs of $45.76. The next package contained the Rime Hounds and Couatl. This package charged items and total shipping at $18.03. I assume this amount is the amount you are concerned about.
This charge may appear on your account as 2 separate transactions, due to them being shipping in two separate packages, but the charges are only for the order you have placed for the miniatures, and you have not been charged any extra than the price quoted to you on your confirmation email.
