34.247 * 6 = 205.482 per full round of movement
Assuming he is moving at x4 move for full run
205.482/4 = 51.3705 rounding down to Move Speed 50!
The run feat gives a 5x multiplier, so 41.1. Take the fleet feat twice to be close.
Yeah I'd say he'd have the run feat.
Maybe he's a 1st level Barbarian/Bloodrager?
