The Hoaxer Bard archetype is probably what you are looking for. It is the only bard archetype that I can find that has anything to do with Hexes. It does get Witch Hexes (specific ones) and eventually Major Hexes too. Unfortunately the Hexes have to be imbued into objects and the target has to willingly accept them for the Hex to work. It does work with Beguiling Gift though.

If you look at the Magus: Hexcrafter or the Inquisitor: Witch Knight you get a pretty good feel for what I'm looking for. In fact looking over these two more closely I realize that the Inquisitor and the Bard are actually very similarly built from a mechanical point of view, thus think the archetype should more closely follow that of the WitchKnight. So Minor Hex every 3 levels, with Major Hex at 12th. Keeping the Bard spell list (?) and sacrificing performance, versatile performance and soothing performance.
Now what to call such an Archetype...

The Dark Artist
Hex
At 3rd level, a Dark Artist learns one hex from the witch’s list of hexes. This is otherwise identical to the witch’s hex class feature, except that the Dark Artist uses her Charisma modifier to determine her hexes‘ save DCs and she learns a new hex at 6th level and every 3 levels thereafter.
This ability replaces performance and versatile performance.
Major Hex
Starting at 12th level, and every 3 levels thereafter, the Dark Artist may select a major hex from the witch’s list whenever she could learn a new hex.
This ability replaces soothing performance.
The Dark Artist retains the Bard spell list and spell casting mechanics.
