If the scroll is not on your class spell list, what is needed to cast it. And what defines the class spell list.
Generally, a spell is on you class spell list if the spell description lists your class [Like wizard 4], or in the large breakdown of the class, it will sometimes list spells on a class spell list, and there are lists of spells broken down by class Core rulebook pg 224 - 238 that are your class spell lists.
A take way version is, if you can learn the spell for spontaneous casters, or prepare the spell for non-spontaneous casters it is on your class spell list.
A little more detail would help us give you a better answer.

must match type [arcane versus divine]
spell must be on spell list [see above]
must have ability score [ie 10+spell level]
If you don't have these you default to a skill check of use magic device. see core rulebook pg108 & 109. The difficulty level is 20 + the caster level of the scroll. Found scrolls have caster levels at the minimum required for caster of spell of that type.

For UMD, if you do not have an appropriate ability score sufficient to cast the spell, then you first need to emulate a high enough ability score.
So, for example, for a divine scroll of breath of life, if you don't have a 15 WIS or CHA, then you need to make a DC30 UMD check to emulate the ability score (2xthe required score), then a DC29 UMD to activate the scroll (20+CL of the scroll).
