Who does the Magnimar guard report to?

Hi,

My party has just arrived in Magnimar and, after breaking in into an empty house in Naos to set up a survailance point, they encountered guards, who were patrolling the street. After some crazy bluff and diplomacy check successes the guards promised not to report this to their superiors until the morning next day.

So, the question is: who would they report to? I understand that the Justices are already the court system, but is there anyone in between? I've also read, that there are more than one guard "organisation" and each would have their own superiors.

So, as I understand correctly, when a person in Magnimar has a problem, they seek up the nearest guard to solve the problem. But what happends if the guards are unable to resolve the situation?

Also, while entering the city they asked for the nearest "sheriff station", although they have a recomendation letter from Hemlock to one of the Justices.

This city is a really big difficulty increase from Sandpoint for a new GM like I am :D I am so overwhelmed with the amount of information.

Magnimar, City of Monuments says that the head of the city watch is captain Acacia Uriana (LG female human fighter 3/rogue 5), residing in Arvensoar. She herself reports to the leader of Magnimar's military forces, commander Ismeir Odinburge (LG male human fighter 4/paladin 5 of Abadar), also residing in Arvensoar. Some decisions may be made by the Lord Mayor who has the power to settle the matters regarding the use of city watch.

In case if it cames up later: the militia in Ordellia District is independent, and controlled by the Small Council lead by Lady Annsa Shivarlu. Who is their immediate captain is not said.

The Justices are only the judges, they don't control the police.

If the guards cannot handle a given problem, they may call their superiors - their captain is level 8 (which is pretty significant for an NPC) and with the support of the other guards she should be able to handle most of the criminals. If she's overpowered, the military may be involved, or bounty hunters hired. Paladins from the temples of Iomedae and Abadar, as well as Hellknights from the Bastion of the Nail (all located within the Naos District) may also be asked for help.


To expand on Adjoint's answer a little..

The City Watch is based in the Arvensoar, and patrols the major streets while also manning the walls.

The Churches of Abadar, Calistria, and Erastil provide patrols as well. Those from the Church of Abadar patrol the Summit areas (like Naos) while those from the Churches of Calistria and Erastil patrol the Shore districts.

Most other "protection" patrols are private and would only concern themselves with their employer's goods and property. The exception to that is the Order of Nail, who act to force order on the city.

In Naos, the most likely candidates are the Church of Abadar, then the City Watch, and finally the Order of the Nail. So a patrol from the Church of Abadar would report to the clergy, and ultimately Proctor Jyronn Imikar. A patrol from the City Watch would be as Adjoint laid out. The Order of the Nail would be reporting to Paralictor Darean Halst, the local deputy, as the head of the Order is based in Citadel Vraid near Korvosa.


Patrols from the church of Calistria would be interesting. I imagine they exact vengeance for the wronged, rather than attempting to maintain order. They may even explicitly approve of certain misdemeanours if no malice is intended, and would turn a blind eye to reasonably justifiable feuding and revenge.

Oh, I have a cleric of Calistria in the party. This will be interesting :D
