If I am understanding correctly, the issue is that digital assets you have purchased on Paizo.com are not showing up on your fantasy grounds purchases. If that is the case, it is likely because a PDF purchase on Paizo.com earns you a discount toward the purchase of that content on Fantasy Grounds, but does not automatically grant the content to your Fantasy Grounds.

I continue to be a bit unclear about what answer would help you most. So please forgive me if the below information is redundant for your purposes.
I'm unsure how purchasing on Steam works in conjunction with Fantasy Grounds and Paizo.com. I understand that Steam is an option to purchase Fantasy Grounds content through. Purchases from Fantasy Grounds should allow a PDF on Paizo.com. If the issue is how all the platforms interact, Fantasy Grounds support staff would have better information on how that interacts with purchases through Steam.
The PDFs purchased on Paizo.com do not transfer 1-to-1 to Fantasy Grounds, but will earn you a credit if you choose to make a purchase for the comparable content on Fantasy Grounds. How this interacts with making the purchase through Steam may be a question more appropriate for Fantasy Grounds. Clicking here will bring you to their homepage. In the top right they have a "Help" tab which provides several methods of contact to receive answers for the interaction of Steam purchases, Fantasy Grounds, and Paizo Purchases.
