order not showing shipping discount

I just added (order 7590785) some stuff to my subscription order (order 7549210). The new total is over $100, but no shipping discount is applied.

Also, I was unable to add another copy of Ranzak to the cart; every time I tried, the cart was cleared. Is this something you could fix?
