Heritage / Admittance Boons & Starting Higher Than 1st Level

Doing some searching of the forums, I couldn’t find a clear answer to this and I’m looking for some clarification.

Most of the racial Heritage and Admittance personal boons have wording which reads, “You can play a [race] character, beginning at 1st level as normal.”

There is a slotless boon which reads:
”You can start a new character who begins at 2nd level.”

Can these two boons be used together to begin play with a non-core race higher than 1st level? I believe I’ve seen others do this, but I want to double-check the legality before I do it myself.

You can apply a racial boon to a character that has not yet been played past level 1, so yes, as long as you haven't played that character past level you can apply a race boon to the same character you apply that slotless boon to.

So yes, you can remove and add race boons as part of a level 1 rebuild which means you can also add other boons (eg, veteran boon).

To be super nit-picky, it'd be as if you created the character with the veteran boon and then added the race boon as a level 1 rebuild prior to playing it at level 2.

I build my Skittermander using the "Rescued Starfinder" boon mostly for the flavor of having been in the scoured stars for the past year.
