yesterday i was attempting to purchase the pdf of the Starfinder CRB and i realized i was using the wrong account.(i was purchasing the rulebook on this account and not the other one for my son for SFS play) but when i checked my card balance I had received 2 holds of 9.99. I was wondering if my order had gone through and i just havent received the digital pdf or the holds are a mistake?

It appears that the attempted purchase on the account you are currently posting with had a couple of payment failures that resulted in the authorizations being put on your account, but the order not going through. Please ensure that the billing address that you entered for the card is up to date, as this is indicated to be the reason the card was not accepted.
These authorizations should expire a few days after they appear, releasing the funds back into your account. Once the payment method has been updated, you are free to make this purchase on whichever Paizo account you needed.
