There are a few passages saying that if you have extranet access, you can do blank. A perfect example is the Starfinder Data Jockey archtype in Pact Worlds.
So what warrants not having Extranet access? What are the limits of Starfinder's data network and how is it transmitted?
A point on this comes from the most readily available form of communication, the Personal Comm Unit and its Planetary range. Any two personal comms can supposedly communicate as far as a planet.
There is no limitation to this being only in the Pact Worlds, so presumably these work more similar to walkie talkies, transmitting and receiving signal purely by their own merit. No network like how modern cell phones work, and I could feasably see this for the magic-wielding future of Starfinder.
The Extranet though is another matter, as are Starship comms which can communicate at system-wide and unlimited range. How do these communications networks actually work?
The reason for asking has to do with a planet many of us are probably familiar with, Castrovel. Castrovel is in the Pact Worlds, but it has a nature preserve, Ukulam where everything is protected. Presumably, whatever the network requires to function would not be there. Additionally, from a GMing standpoint, a lot of the tension disappears when you have "I was hit by something, lemme web MD the problem".

From a GM standpoint, that's a fantastic way to screw with your players. Ask any doctor whether or not you should try to diagnose yourself via WebMD.

While yes in our world it's a bad idea, in Starfinder's world it's representative of taking 20 on a check, even untrained.

I'm getting to this a little late, but planetary commlinks are flimsy. P.430 states that they can be halted by electromagnetic jamming and specific materials and methods.
To me it seems like commlinks are subject to all the real world signal interference problems you can dream of and as a GM you should feel free to disrupt communications when appropriate. The bad guy's secret base is likely shielded against communications and in your example of Castrovel, there is a big part of the AP where commlinks don't work.
As for Starship comms, they send messages through the Drift. Essentially you send an email that bounces around Drift beacons for a while a random period of time until it finds the right endpoint.
