New metamagic feat

Homebrew and House Rules

Hi, this is my first time making a feat in Pathfinder so tell me if I do anything wrong.

Luring Spell

Prerequisites: spellcraft 10 ranks

Benefit: You gain a +10 bonus on checks to penetrate the target's spell resistance when casting this spell.

Metamagic adjustment: +4 (a luring spell uses up a slot 4 level's higher than the spell's actual level)

Piercing Spell from Ultimate Magic already achieves something like this, it treats spell resistance as 5 points lower as a +1 level increase.

Unless you're adamant about letting your players cast Phantasmal Killer with an effective +15 against Spell Resistance (not a terribly effective use of a 9th-level slot, though), you might just want to go with what's already written. If you're still looking to keep it, you could at least reduce it to, say, a +3 to level.

I was afraid of that. Is there any metamagic feat that gives them a penalty on saving throws?

No but there is one that makes them roll 2 times and take the lower result.
