Lupine Robe appears on the Wondrous Items section in Inner Sea Races, which begins with:
The following wondrous items are generally available only to members of the indicated race or ethnicity
However, at the end of the item's description it states:
If the wearer is a kitsune, he can spend two of the robe’s daily uses to add 1d10 on a skill check instead of 1d6
Can a human or any other race purchase such item in PFS?. My halfling sure could use one.

Does that mean my Vanaran can wear Daredevil Softpaws for a free extra +1 to hit compared to the regular Daredevil Boots?

The part I quoted was from Inner Sea Races. The Softpaw Boots are from the Advanced Race Guide, which has slightly different sanctioning text attached to it, which is why it's good to assume that racial equipment isn't available outside the race by default:
Note: Alternate racial traits, racial archetypes, racial evolutions, racial feats, and racial spells are only available for characters of the associated race. Racial equipment and magic items can be purchased and used by any race as long as the specific item permits it (for example, only halflings can purchase and use solidsmoke pipeweed).
Looking in the ARG, for mundane equipment it does say that "Catfolk have access to..." but it doesn't have the line they sometimes use: "At the GM's discretion, other appropriate races may also make use of some of these." On top of that, the item description seems to specifically work only for catfolk like BNW pointed out. The magic item section reads "The following magic items are often created and used by catfolk."
I agree with the wolf: I think softpaw boots and the daredevil softpaws are a no-go for a vanara.
