I have a -1 set of games I played. We are Goblins, Lvl 1 Fighter, and an lv 7 cleric. The chronicles show I have fame and XP for each of these games (1/1,2/1,2/1 respectively).
I am now playing a character (-2) that I would like to use the Goblin and Fighter fame with the new character. Do I need to do anything here at Paizo to make the transfer "formal" or is this all just Chronical bookkeeping with my DMs? I what use the XP from the -1 lv 1 characters to boost my -2 character to lv 2 (saving the lv 7 for later when I can use all the Gold I was awarded).

Sounds like there is a misunderstanding somewhere on how to apply experience.
Since those chronicles all say -1, they are stuck to that character. The We be Goblins and Lvl 1 chronicle are applied immediately (applied immediately meaning you gain the gold, xp, prestige, and fame) but the Lvl 7 chronicle is dormant until your character gets close to or to level 7.
So your -1 character has 2 xp and 3 fame. Since you level up at 3 xp that means you are still level 1. Why do you want a different character?

The -1 character was not really one character. The number was assigned back a few years ago when I was playing with friends. The goblin was a fun post-GenCon game and the lv 7 character was a pre-GenCon game for fun. The other lv 1 character was a pre-gen during GenCon. So when I want to get back into organized play, I generated a Rouge as -2 and played a couple of great games with him. I thought I could apply the XP/Fame from -1 to -2. If not I will keep going with -2, it would have been nice to get him to lv 2.

There is definitely misunderstanding going on here.
First, just so we're entirely clear, can you list out, in order, all of the Chronicles you earned for
–1
–2
Your Rogue can be your –1. Or your –2. Or your –N. Because you can freely rebuild your concept up until they're played above 1st Level.
But you can't change the character number that earned the credit.
So if your –1 and –2 both only have 2xp, you're stuck with two 1st level characters.
But if your –1 has 3xp, it can be rebuilt as the Rogue you want.
Does that make sense?

Also, you can apply a higher level chronicle to a level 1 character, so you don't need to wait till your 7th level for the XP. (gold gets reducted to 500gp and any boons on the chronicle do have to wait till you reach 7th level)

Thank you all for keeping me on the straight and narrow Pathfinder path.
Since I do not have any of the Character sheets for -1, I am putting a fighter together with the help of PCGen. I guess this is not a bad idea to have a character waiting in the wings for when that big bad monster does 20 damage to your up and coming character.
Since I don't have one of the chronicles sheets for -1 I guess most DMs will allow me to print the missing details from here as proof of life.

So I shall ask again, because we need all of the information available to help you:
Can you please list, in order, the games you played (whether you have a Chronicle or not) for your –1, and the games you played (whether you have a Chronicle or not) for your –2?
I believe you can have the Level 2 Rogue that you want. While it is nice to have a plethora of options eventually, you may as well have characters you want to play.
