Are Black Markets traits intended to be banned?

It's sometimes hard to tell what's intentionally left out of Additional Resources. Are all the Traits in Black Market intentionally banned?

I'd really like to use Gesture Expertise for a mute character I'm starting up.

Traits are not mentioned, so are not legal for play.

I'd be leery of Gesture Expertise as a GM. It seems very unclear how to determine whether people understand / are familiar with the system of gestures you're using.
