Are you asking about the 3rd level spell Sleet Storm?
I asume you are, since you appear to quote the relevant part of the description, "Driving sleet blocks all sight (even darkvision) within it". If it "blocks all sight", you need to refer to the section on Vision and Light which says:

In addition to the obvious effects, a blinded creature has a 50% miss chance in combat (all opponents have total concealment), loses any Dexterity bonus to AC, takes a –2 penalty to AC, and takes a –4 penalty on Perception checks that rely on sight and most Strength– and Dexterity-based skill checks.
However, if you are refering to sleet as a weather condition, it is less serious.
