does sleet rain make blinded?

Rules Questions

Hi,
In description of sleet rain, it's written "block all sights (even darkvision)" So all creatures or characters within sleet rain can't see.
Can we consider they are "blinded" like someone within area of darkness without darkvision?

Thanks for your answers.

Are you asking about the 3rd level spell Sleet Storm?

I asume you are, since you appear to quote the relevant part of the description, "Driving sleet blocks all sight (even darkvision) within it". If it "blocks all sight", you need to refer to the section on Vision and Light which says:

Darkness wrote:
In areas of darkness, creatures without darkvision are effectively blinded. In addition to the obvious effects, a blinded creature has a 50% miss chance in combat (all opponents have total concealment), loses any Dexterity bonus to AC, takes a –2 penalty to AC, and takes a –4 penalty on Perception checks that rely on sight and most Strength– and Dexterity-based skill checks.

However, if you are refering to sleet as a weather condition, it is less serious.

Sleet, Light snow wrote:
Essentially frozen rain, sleet has the same effect as light snow, but any accumulation typically doesn’t last longer than 1–2 hours after the storm.(...)Light snow reduces visibility to three-quarters of the normal range, resulting in a –2 penalty on Perception checks. Light snow has a 75% chance each hour of extinguishing unprotected flames and imposes a –2 penalty on ranged attacks.

I made a mistake. I do speak about spell sleet storm.
So the spell sleet storm makes blinded.
Ok thank for your answer.
