How do Vest of Stable Mutation and Ragechemist Interact

Does the Vest of Stable Mutation stop the compounding Int penalties from the Ragechemist class? Since the compounding penalties are part of the Rage Mutagen class feature and the Vest of Stable Mutation says it prevents ability penalties from a mutagen, it seems like they would be prevented by the Vest.

Is that right?

"While under the effect of any type of mutagen, the wearer takes no penalty to mental ability scores from that mutagen."

Yeah, it explicitly says "any type of mutagen", which Rage Mutagen obviously counts as. The potential penalty to will saves still applies, of course.
