I've fallen on rules, and I ask me a question
In the section Movement, there is that
Table: Hampered Movement
Condition Additional Movement Cost
Difficult terrain ×2
Obstacle* ×2
Poor visibility ×2
Impassable —
"If more than one hampering condition applies, multiply all additional costs that apply. This is a specific exception to the normal rule for doubling."
if I cast sleet storm :Driving sleet blocks all sight (even darkvision) within it and causes the ground in the area to be icy. A creature can walk within or through the area of sleet at half normal speed with a DC 10 Acrobatics check
I make an area with two hampered movements : poor visibility and difficult terrain.
so additionnal movement cost x4. Isn't it?

As I read it:
To move through without making an Acrobatics check, it'd be x4. The spell includes a mechanism for moving through at half speed via Acrobatics, though, effectively overcoming the "icy ground" part of the spell.
Edit: I just noticed that sleet storm doesn't call out the icy ground as difficult terrain, so it's possibly they intended characters to require the Acrobatics check to move through at all in lieu of the usual difficult terrain modifier. *shrug*
