Is "purchasing spellcasting services" the same thing as "hire a spellcaster"?
Not exactly.
In the CRB you can "hire a spellcaster" to accompany you, but PFS explicitly prohibits that.
"Purchasing spellcasting services" involves going to the spellcaster's place of business/worship/residence and getting a specific spell cast while there. And that's fine in PFS.
