Silver Crusade 4/5 *****

I have an access to this item in a PFS Module, but in additional resources seem not be allow. So can I buy it or not ?

Items that appear on a chronicle are available to that character regardless of the status in Additional Resources. Additional Resources is a list of material that anyone can use (with enough Fame) regardless of their chronicles.

To build on what Kevin says, sometimes the PFS team will intentionally exclude items from the Additional Resources list so that they can include the item on chronicles as a special reward. That seems especially likely in the case of items from modules only being available for those who played them.
