Steal Life (Su) and Fatigue

Steal Life for the Mystic Healer doesn't have the wording like Fatigue and I was wondering if you could use your key ability score instead when using Steal Life? I'm trying to minimize the amount of STR I might need but if I need to switch STR to a second stat to get more out of this ability I will.

It would seem this is limited to spells. Would it be possible to use an Operative Weapon that utilizes your Dexterity to hit to deliver the "touch" of the melee attack?

I’d be open to anything I mean normally when you think of spells you don’t think of them needing to physically touch the person just cast it from any distance... it’s a weird thing for sure.
