I am getting conflicting information...can an Aquatic Elf be a player character?

There is always the option of online conventions. They are totally free!

There is information here on the next play-by-post convention, OutPost I.

So, even though it says in the Additional Resources entry for the Advanced Race Guide " all racial subtypes except arctic and dusk elves, are legal for play." Is this an erroneous statement then? Also, isn't it too late to sign up for GMing a game?

No, that should be correct. The other elf racial subtypes in the Advanced Race Guide are savage elf and tower elf, so those would be legal.

The aquatic elf is detailed in Blood of the Sea, and the Additional Resources page for that source doesn't list the race as being legal. (I'm not sure if there's somewhere else that the aquatic elf appears, but I'm not seeing it in the Advanced Race Guide.)

It looks like all the GM slots are full for OutPost, but there is lots of room to sign up as a player! That would help introduce you to play-by-post, if you haven't tried it out yet, and you'd be more prepared to GM at the next one. The convention support boons tend to show up in the Boon Trading thread for a while, so getting a different race boon later will probably let you trade for the one you want.

Thanks for the information. The legality of the subrace really throws a wrench in my plans for her, guess I will have to work around it. Yeah, have never done any play-by-post. Didn't even know that was a thing for PFS.

Sign-ups are happening now for Outpost players Andrew, though outpost doesn't begin until March. I recommend playing PbP before GMing: it isn't for everyone. I will save you a spot at my table as soon as I can figure out which table that is (though I have lots of space at the Refugees of the Weary Sky table. :)

Ok, they (Aquatic Elf) can't be a PC's race...but can they be the parent of a PC as long as it's only for flavoring and the PC does not actually get any benefits from that parent?

Yes.

And there are a even handful of alternate racial traits for half-elves to give you some benefit of being half-aquatic elf (mostly making you a better swimmer).

Your parents could literally be two rocks someone once cast poly any object on one time. You have free rain on that choice. There is a small handful of "fluff" that you can't really mess to much with, such as what people and things look like. But largely you have a lot of control over backstory related things.

pfschat.com has a discord server. the folks there host TPKON every few months. You don't need to travel. or even put on pants.

(but you do need pants if you're going to have the camera on. )

Elf Racial Traits

Elven Immunities: Elves are immune to magic sleep effects and gain a +2 racial saving throw bonus against enchantment spells and effects.--Swap it out for---> [PFS Legal] Elemental Resistance cold for hanging around the icy depths. (optional)

Elven Magic & elven weapon familiarity: Spirit of the Waters

Some elves have adapted to life in tune with the sea or along the reedy depths of wild rivers and lakes. They gain a +4 racial bonus on Swim checks, can always take 10 while swimming, and may choose Aquan as a bonus language. They are proficient with longspear, trident, and net. This racial trait replaces elven magic and weapon familiarity.
