Sorry, your question is a little unclear on exactly what you’re asking. I’ll try to hit as many of the possible answers as I can come up with.
Anyone with leadership recruits a number of followers as shown in the table for the feat. Who and where those followers are is determined by the player and the GM together (Ultimate Campaign includes suggestions for having varied followers in disparate locations, they do not necessarily literally follow the PC around).
There is no way under the current rules (as far as I know) to convert a group of followers into a force that would have the troop subtype. Any such plan needs to be discussed with and approved by the GM. Personally I like it as an idea for a militaristic PC, but I’d seriously consider requiring the troop to be the cohort and be restricted in CR by some formula (that doesn’t yet exist) to equate the troop to a cohort’s level.

If the question is "Can a character with the leadership feat have a troop as their cohort":
There is no indication in B6 that there is any way to obtain a troop as followers or a cohort from the leadership feat. Neither the word "follower" nor the word "cohort" appear anywhere in the troop rules (either the troop section of the bestiary or the troop subtype of the creature types listing), nor do any of the troop types introduced in B6 appear in the Monsters as Cohorts table.
Which leads me to the conclusion that the answer is no.
