Why isn't the rule for how to apply cost adjustments for special material / size an FAQ?

It seems a pretty basic thing that most people will need and so should be easily accessible - requiring that I remember it and search the forums for the rule seems crazy to me and relies on my knowledge of the existence of the rule.
