If I had to guess, looking at when other classes get the same spells:
Phantom Steed is a Bard 3, Wizard 3 spell. Seeing how Phantoms are kind of a Spiritualist's thing, I don't think it would be too much of a stretch to think that they'd get Phantom Steed as a 2nd level spell, 1 level earlier than a Wizard, though 3rd level could be very possible.
Remove Curse is a 3rd level spell for Bards, Clerics/Oracles, Inquisitors, Paladins, Shamans, and Witches, and a 4th level spell for Sorcerers/Wizards. Since Spiritualists get quite a lot of similar spells, and can easily replace a Cleric as a status/ability damage remover, I'd be shocked if they weren't supposed to get Remove Curse as a 3rd level spell.
