So, I posted this in the product thread, but it is better suited here, so I'll just copy and paste by question.

Aside from this, there is a table that lists the baseline frequency with the Cold and Temperate climates. However, if I follow this, there is so little chance for precipitation in cold climate. Was this intentional?

Looks reasonable to me. "Cold climate" is "within 2000 miles of a pole," and the poles themselves are technically deserts IRL (negligible annual precipitation; you get snowstorms from already-existing snow blowing around), so that close should have quite low precipitation.
Thank you. In addition, I missed the bit about sea level adding to precipitation intensity, so that seems to be even out a bit.
