Looking for a feat or ability or sth other(Make shaken / fear penalty from -2 to -4)

hi guys,i have seem it before,

it can change the penalty to enemy from -2 to -4(when it is shaken or hv fear effect on it.)

it is not story feat(innocent blood)/Mythic Adventure feat.

can anyone tell me wt it is?

I don't recall any Paizo material that does that. Do you use 3pp?
