I’m planning on rolling an order of the paw cavalier and wanted to know the rules for changing mount at level 4 from wolf to dog (PFS).
Will I be able to simply declare it or do I need to purchase a level 1 dog and be training it for when I get to level 4 in order to have it have combat training and light armor proficiency?
Or should I just declare from level one my ‘mount’ is a dog and wait for it to advance?

I would discuss it with your GM. To me as a GM I would permit a Dog at First level just because a wolf has better stats and trained dogs are readily available in common society versus Wolves.
There might be a charge involved for switching mounts similar to replacing a mount that should require a ritual similar to a Paladin replacing a Bonded Mount or a Wizard Replacing a familiar at the very worst.

You can simply declare it. The Cavalier's Mount ability lists a requirement for a week of mourning if your mount dies, but says nothing about changing mounts. Even if you have to have the mourning period when you voluntarily change mounts, this can happen between scenarios in PFS.
What is unclear to me is the rule that specifies "This new mount does not gain the link, evasion, devotion, or improved evasion special abilities until the next time the cavalier gains a level." Does this limit your mount until you reach level 5, or does the level up to 4th qualify your new mount for the abilities since the new mount and class level are gained around the same time?

I think I found the answer, it sounds like even if they die you are granted a mount the next session, so it only makes sense that rearing would work the same way, biggest difference is need to retrain new tricks.
How is the replacement of a dead familiar, animal companion or paladin’s or cavalier's mount handled?
If you lose a companion during the course of a scenario, work with your GM for that scenario to properly note the loss on your Chronicle sheet. You should also note that you’ve gained your new companion. The new companion is ready for play in the next scenario after your previous companion died. Newly summoned animal companions begin play knowing a number of tricks equal to the bonus tricks granted based on your druid level. All other tricks require the use of Handle Animal to train the new animal companion as normal.
