When moving from Difficult Terrain into a Normal square, is your movement still considered hampered?

Difficult terrain, obstacles, and poor visibility can hamper movement (see Table: Hampered Movement for details). When movement is hampered, each square moved into usually counts as two squares, effectively reducing the distance that a character can cover in a move.

The rules do state "each square moved into usually counts as two squares..." but it also says "When movement is hampered," This can be interpreted both ways. When you're in a square that is difficult terrain, your movement could be considered hampered, or you could interpret it as strictly according to the square you're moving into.

Which is it?

The latter. Hampered movement implies you make less progress than you would normally, but when you move from difficult terrain into normal terrain and keep going you can get your whole speed in just fine.
