I'm looking rules for creating a magic item with a command or dominate spell that activates when I say a specific word.
I'm on a campaing with evil players right now, and some of them already killed each other. I'm the group wizard and the group somehow trust me to build their magic itens(probably cause it cost less gold).
Is there a way to put a Dominate Person on their +2 atribute magic item? I want to have some insurance that they won't try to turn on me when they have the chance.

If you can think it, a DM can adjudicate it. If you're looking for a particular spell to justify that behavior, lots of spells will do. Charm Person to kick in (No Save since it's wielded, and they're accepting its magicks) and prevent them from harming the maker. Suggestion to make them return the weapon to its maker and leave.
That's the easy part. The hard part is being mature enough to play a game together without competing to the point where you're opposed to each other. If people are killing each other, why would anyone adventure with them? Your wizard is afraid for his life, so my question to him is, "Why are you putting your life in the hands of people you don't trust fully?"
Here's what I would do. My wizard would, in a safe place like a town with guards nearby, declare that the party has no need for untrustworthy killers. You are disbanding it and moving on without them. Tell your DM ahead of time you're doing this. Then I would, as a player, invite the other players to roll up a character who is capable of working with your wizard and not engaging in PvP, because their existing characters aren't invited. They're welcome to do an adventure on their own, but in this session, we're going on my adventure, and they're not welcome.
If your DM is not onboard with that, you'll have to be prepared to walk away or continue with the chaos and somehow find a way to still have fun.

Nah, we are all okay(as players) with that. The point of this session is to conquer and rule a empire that is in the middle of a war. We are not heroes, we are all villains. We know that only one of us can rise to be the next Emperor and we are only working together cause there are already other groups doing the same thing.
My wizard is afraid cause he knows that if he get caught unaware he's toasted cause I'm not high lvl yet. Our alchemist is a Clone Master for the sole purpose of staying alive in case of a infight against someone.
But how do I put the spell? It sure will cost a little more than the normal item. Or does it count as cursed?

Like "The DM of" said, the DM will have to make the final decision, but I would think, game-mechanic-wise, just add the spell (Charm Person, Dominate, etc...) while making the item. The "fluff" would be that, part of the ritual of binding the magic to the item is such that it activates and affects the user.
Evil PvP can be fun if it's done right. I played in an evil one-shot game once. It was around the time 3.5 came out. I was CE fire mage / priest of Fire (the idea of fire as a deity). The anti-paladin was the leader, of course. We were supposed to infiltrate this good church outside a town and shut down a magic portal. We were hired by someone and, upon returning we would get a large lump sum of gold that we split between us and the leader gets a power magic item of their choice.
The first attempt didn't go so well and we got caught. The cleric was down and bleeding, the anti-paladin got out without us. My character and the rogue (Ghost Faced Killer) were caught and conscious. My character put his hands up and surrendered and the other guy followed suit. I figured... okay. I got down on my knees and faced the floor, saying I give up. The other guy did the same. Then, I started saying how we were forced to come there and all these excuses. Now, I had a special ability of causing a fire to erupt somewhere in close range and deal a couple d6 of damage to everything in 10 feet. They asked who the leader was and I pointed at the other guy and said "Him", then had fire erupt right in front of him. He was down to a couple of hp's so he dropped. The good guys were surprised and I ran... I was actually near the door. So, I got lucky and escaped. They, being good, stabilized the other guy. So, I got out and met up with the anti-paladin. He asked what happened and I explained how I barely escaped during a great battle, but the others were captured. So, the two of us, went back to finish the mission. The barrels of oil we dragged along were still in the room with the gate when we got there. The two of us fought an Ursine good outsider and that thing was mopping the floor with us. The antipaladin channeled negative energy through his sword and hit the gate (a big gold ring) in an attempt to destroy it and the gate turned black. The antipaladin was about to get killed so he leapt through the gate to who-knows-where then I kicked over the barrel and lit it on fire. The gate changed from black to being filled with fire and a couple of fire elementals came out right when I got knocked out. When my small flame elemental familiar brought me around, I was alone with the flaming gate. I left as the church burned down behind me and saw the flame elementals lighting up the village. I made it back to our employer. I got all the gold and, since I was now the leader, I got a cool magic item. I won.
But... Everyone has to be okay with PvP. We all had a blast. Although the guy playing the Ghost Faced Killer wanted to do a follow up game so he could kill me. LOL

Take this a step further, and go Sauron on them.
Tell the party you've researched a new magic item. Make it something like a bracelet rather than a ring if possible, so it doesn't immediately draw suspicion. It has a number of desirable basic powers.
A message spell 1/day, +1 to saves, +2 deflection, and something big to justify the cost like Teleport 1/day... only it doesn't have Teleport. It has Dominate Person, no save, and tied to the master bracelet that you wear. Now you run the party, and you got them to pay you to do it.
If they ask for a different spell than Teleport, fine, whatever. You're lying anyway. Just get the money and Dominate.
