Can a 7th level cleric pick up the Dreamed Secrets feat (Inner Sea Gods, p211) to cast 3rd level arcane spells (only two a day).

Then a single level dip into Wizard.

Assuming the cleric had the proper skills, would the character qualify for the Mystic Theurge prestige class?

Admittedly, the caster levels for spells would not be balanced but it would require only a single level and a feat "cost"

No. You need to do it for real.

Also, Dreamed Secrets is not allowed in PFS.

Even if it was PFS legal, the feat just says you pick them off the wizard list and either add them to your spells known for 24 hours (if you're a spontaneous caster) or can prepare them at any time during the next 24 hours (if you're a prepared caster); it doesn't say that you cast them as arcane spells, so you'd be casting them as divine, just like the rest of your spellcasting.
