Adding high level spells to a witch’s familiar (or a Wizard’s spellbook)

The PFS guide states that you cannot purchase NPC spell casting for 7th level and higher spells (except for a short list of approved spells). Am I correct in thinking that this means that in order to add high level spells to my familiar (or spellbook in the case of a Wizard) my only options are: normal adding of spells when leveling up, meeting another PC witch and gaining from their familiar, or purchasing a scroll (which is then consumed in the process)?

You can't buy a scroll, but the other options you listed work.

Some Adventures do grant access to higher level spells.

This is only true until you reach levels 13, 15 and 17. At those points you should be able to purchase spell access in the usual way.

I'm high enough level to buy a scroll (level 15), and it looks to me like that's my only real option (aside from the normal adding spells as I go up in level). Unless I happen to play alongside another witch.

I don't see a limit on spells you can get by strolling into the library and copying them from the great old owl. Thats cheaper than scrolls and what you should be doing anyway.

Ah yes.. the Great Olde Owl.. one of the four animals my sweet Greebo fears..

the other three being..
-A Rooster (familiar to a voodoo witch/fairy godmother)
-A mother fox..
-A small white fluffy kitten named 'You'.

Well, isn't the rule that lets you do this the ability to have NPC spellcasters cast a spell for you? In which case the PFS Guide says no NPC casting of 7th level and above spells. Or is there another option that lets you go get them from the great old owl? In other words, basically, can my 15th level witch add 7+ level spells to the familiar the same way that she's been doing up to now: by paying half the cost that wizards pay to add to the spellbook?

No, its a rule that lets you copy spells from a book or equivilant It has nothing to do with spellcasting

How much does it cost for my prepared spellcaster to learn a spell from an NPC?

NPCs charge a fee for learning spells from them. This fee is always equal to half the cost to write the spell into a spellbook (see Writing a New Spell into a Spellbook on page 219 of the Pathfinder Roleplaying Game Core Rulebook).
