PbP is the perfect (and probably the only reasonable) situation to have a player play as more than one character. This seems especially useful to me when a GM already has a few players in mind that they know they work well with. That way they don't have to add extra players to pad out there party that might not even work out. It could be especially useful when a game loses a player or two and needs more characters to fill out the party and the GM is already happy with the remaining players.
So why don't we see it happen? Is it the worry of placing too much import on single players?

If players have time and are willing, that can work. Generally a lot of players only have so much time and energy and many frankly don't want to play more than one character. Myself I've botted long-term characters who have left and found myself exhausted trying to track more than one character for a game, and I wouldn't sign up to play more than one--I'd rather just put a lot of effort into the one.
If you want to run a game where players play multiple characters and can find the commitment from a couple players to do it, have fun!

Hmm...be interesting to see what fraction of active PbP campaigns are solo.

I have had great success with mine (that is all I run these days). I would be curious to meet others doing it and swap stories/advice.
