Bloodrager bloodline powers: When are they active?

Rules Questions

Greetings fellow Pathfinder!

I find myself building yet another character, and I've run into a clarification issue. The issue is as follows:

Do bloodrager bloodline powers function at all times or only when bloodraging if the power doesn't specify?

Primarily, I'm making a Nagaji Bloodrager with the Salamander bloodline, and need to know if the first power is always active or only takes effect when raging, as it doesn't specify.

Liberty's Edge

If a power doesn't explicitly say that it still functions even when not in a bloodrage, then the power only works in a bloodrage. So the tail attack from salamander would only happen when bloodraging.

Sczarni

The default is that Bloodrager Bloodline Powers are only active while Bloodraging.

This is humourous because I just created a Nagaji Crossblooded Bloodrager using Abyssal and Salamander on Monday. I didn't realize at first either that my natural weapons will only be available when raging so I think I'm going to have to take the Extra Rage and Recovered Rage feats to make certain I'm always viable in combat. Gonna be rough deciding when I get my feats.
