I don't know. In my experience, people tend to play what's fun and yeld interesting RPs. Otherwise, all the races would be pigeonholed to one or two classes that plays into their strengh, which is clearly not what's happening. Then again, I'm the kind of guy that play a dual wielding kobold ranger in 3.5, so maybe that's just me ? ¯\_(ツ)_/¯

Yeah, but that's only unbalanced if their other abilities don't make up for it. Six Arms is useful, so their other bonuses should be a little less useful, net result: balanced race. I suspect you'd have to get into some *much* more extreme turf for a single racial ability to make the race automatically unbalanced. Something like "regeneration", or "immunity to fire". Stuff like that where you'd either be radically superior to any other race choice, or else you'd have crippling flaws that make you similarly unsuited for play.

If the only "fun" option they can come up with coincidentally is the race that is CR 3 without a character class, than I question if "fun" is what they are really after. What's more, Paizo runs official game venues, with relatively vast and open player bases. This means their operating rules *must* account for abusive behavior, because there *will* be people who join up and intentionally try to break the game to the detriment of others.
Honestly, the number of RPGs that handle radical differences in PC power well are fairly wee. Its just not worth it, 90% of the time.

Of course a kasha can pick up two cybernetic arms, and have 6 arms.
Though a skittermander can do the same thing and have 8...
