I haven't taken a hard look at everything yet, but having tried to make something in the same concept I want to ask if you've ever taken a look at Spheres of Power? If you find some difficulty in balancing things (again, haven't looked at it all yet), using that for the Jutsu and the Traditions for "bloodlines" was pretty simple and might help to take a look at for some inspiration. Just a thought after I worked on the concept for a while and went nowhere with it, it looks like you've put in a lot of cool effort into this though just off a glance.
