I'm trying to accommodate a player who wants his drone to be able to grapple somehow. Given that grappling requires a "free hand," and drones don't have any hands as such, I'm not seeing a convincing RAW means of allowing this except perhaps via a manipulator arm--with its -4 attack penalty. With a little GM hand-waving, I suppose a melee arm with a battleglove affixed could serve as a grappler.
Thoughts?

So the only one that maybe could would be the combat one: Initial Mods reductive plating, weapon mount or melee weapon arm (up to 2 in any combination), weapon proficiency.
But those "arms" have weapons as part of them, so they can't be used to grapple.
There is the:
Manipulator Arms (Ex)DYour drone is equipped with two robotic arms with simple hands. They can perform most functions that your arms can perform (such as opening doors, typing on a keypad, wielding a weapon, or attempting skill checks that require manual dexterity), but attacks made with them take a –4 penalty.
But this tells you that it is not used for attack.
I don't think a drone can grapple with the available modes

I would just say "yes."
"Must have a free hand" is a humanocentric stipulation. A giant snake monster that doesn't have hands can still grapple you. I always lean toward leniency on the humanocentric clauses when dealing with non-humanoids.
Snakes have a grab with their bite which is a special ability, which is written as such. If you want to make a call and let him do this in a home game that would be fine, but in RAW the droid doesn't have a free hand because he has no hands
