Can you un-flag or change the reason you flagged someones?

Also the last person I flagged I think I might have picked the wrong reason for it. I don't want to move the whole section just the person's post, can that be done?

You can not unflag something or edit the reason, but don't worry, the moderators don't just take your word for it. They review the post and know that sometimes things get flagged for the wrong reason, or the wrong post gets flagged, or gets flagged by mistake, or decide that really nothing is wrong. Flagging really just brings it to a moderator's attention. If the reason is accurate it might help them process it faster, but even if it isn't they will review the post and it's context for any possible issues.

The main reason was that I asked someone not to keep posting stuff for third party products, I think actually his own that he is selling/working on in fact, but he keeps posting links and bringing them up in my paizo specific wish list.
